Argentina Appoints Executive Director for Citizenship by Investment Agency 

Argentina has taken another formal step forward in the development of its proposed Citizenship by Investment framework, with the government officially appointing an Executive Director to oversee the country’s dedicated investment migration agency. 

Through Decree 285/2026, published in Argentina’s Official Gazette, Aixa Granara has been appointed Executive Director of the Agencia de Programas de Ciudadanía por Inversión (Agency for Citizenship by Investment Programs). 

Ms Granara previously served as Deputy Head of the Strategic Coordination Unit for Economic and Productive Areas within Argentina’s Ministry of Economy. Her appointment is effective immediately. 

What the Appointment Means for Argentina’s Investment Migration Framework

The development is significant because it reinforces that the institutional structure surrounding Argentina’s proposed investment migration framework continues to evolve, despite recent changes to the procurement process connected to the initiative. 

While operational details have not yet been formally released, the appointment establishes formal leadership for the agency responsible for overseeing the framework. 

Argentina first introduced the legal basis for Citizenship by Investment through Decree 366/2025, which created the Agencia de Programas de Ciudadanía por Inversión under the Ministry of Economy. 

Subsequent regulations outlined a multi-agency review process involving immigration, financial, and security authorities. However, important program elements have yet to be published. This includes qualifying investment criteria, thresholds, and application procedures.

Argentina’s Broader Investment Positioning

The latest appointment therefore represents another indication that Argentina continues to explore investment migration as part of its broader economic and investment strategy. 

In parallel, the country has continued implementing wider economic reforms aimed at attracting foreign capital, increasing international competitiveness, and modernizing elements of its regulatory framework. 

Argentina’s potential future positioning within the global investment migration market has attracted significant international attention over the past year, particularly given the country’s global profile, G20 membership, and broader geopolitical relevance within Latin America.
