On Friday, March 4, 2022, the Antigua and Barbuda Citizenship by Investment Unit announced that it was temporarily suspending receiving applications from Ukrainian nationals.
That temporary suspension lasted just over 2 years, with the Unit justifying the exclusion due to the difficulty in carrying out due diligence on Ukrainian applicants. This news story reveals that Antigua and Barbuda will now process forms filled in by Ukrainian citizens.
Charmaine Donovan, Antigua and Barbuda Citizenship by Investment Unit CEO sent out a memo on Thursday, March 14, 2024. Its subject line reads “Processing of applications from Ukraine”. The memorandum begins with news of an Antigua and Barbuda Cabinet meeting on Wednesday, March 6, 2024.
This saw government figures reassess the suspension of Citizenship by Investment (CBI) applications from Ukrainians. In a policy reversal, politicians instructed the Unit to return to accepting and processing completed application forms from Ukrainian nationals.
To ensure the continued rectitude of the Antigua and Barbuda CBI Programme, Ukrainian applicants cannot be “sanctioned persons.” Nor can they be “affiliated with sanctioned entities.”

“In part, this is due to its relatively low price. But by reaccepting Ukrainian applications, the country shows its commitment to welcoming investors from the broadest range of countries possible.”
